Election Win Means New Library for Laramie County

Cheyenne, Wyo. - After more than a decade of planning, Laramie County citizens will have a new library in Cheyenne thanks to Tuesday’s election results.

Voters approved Proposition 6 with 54.75% in favor of the project and 45.25% opposed. More than 60% of registered voters in Laramie County cast ballots, a successful turnout for an off-year election.

Via the specific purpose (or “sixth penny”) tax, the Laramie County Library System sought $26.9 million for a new Laramie County Library facility, improvements to the Pine Bluffs Branch, and a new bookmobile to service all of Laramie County.

“We are beyond thrilled,” County Librarian Lucie Osborn said. “We’ve always said that a great community deserves a great library, and we can’t thank the voters enough for sharing that conviction.”

The new library will be built on the two-block area from Pioneer Avenue to O’Neil Avenue, from 22nd Street to 23rd Street.

Since the early 1990s, LCLS recognized the need for a new Laramie County Library to replace the current facility. Research indicated that the library outgrew that location in the late 1990s. Additionally, the 25-year-old bookmobile can now be replaced, and the Pine Bluffs library enhancements will further benefit eastern Laramie County with improved service and book collection.

“This success would not be possible without the fantastic support we received from library volunteers and staff,” Barbara Rogers, chair of the LCLS Board of Directors, said. “Their efforts in spreading the word and helping throughout the project have been extraordinary.”

The architectural team of Andy Nielsen of Anderson Mason Dale in Denver and Ken Tobin of Tobin and Associates in Cheyenne have already created various conceptual designs for the project.

Construction is expected to begin within one year, and LCLS will continue to hold public meetings regarding the project throughout the building process.

Although this proposition was the most tightly contested of the six issues, the margin of victory is still considered a vote of confidence in the library and this project.
